Access to rights regardless of one's status? On the production of illegality in Finland

Abstract

This Policy Brief addresses factors that contribute to the production of illegality in Finland. It draws on the results of a study commissioned by the Prime Minister's Office of Finland in 2021. The study sought to provide an overview of those living without a valid residence permit and obstacles they encounter when they seek to access their social rights. As such, the setting addresses the production of inequalities not only vis-à-vis people unable to access and/or maintain their residence status but is likely to render even more visible such disparities within a supposedly universalistic welfare state model.
