Abstract

This report produces information on problems with the coordination of social security benefits and services in Finland, Sweden, Denmark, the Netherlands and Great Britain. It will also be examined how challenges with social security of the unemployed have been solved in these countries, also from the perspective of income and employment. The report analyses which features of the social security systems in the reference countries could be utilised in the Finnish
social security reform. Earlier research, vignette and expert interviews as well as EU-SILC, EUROMOD, UKMOD and OECD TaxBEN data are used in the analyses. Micro-simulation is used to test the functionality of the solutions in the reference countries. Based on our analysis, coordinating benefits and services is a challenge in all five coun-tries.
It is difficult because the aims of the systems are different, and the administrative structures are rigid. In other countries, solutions are sought from cross-sectoral operating models and customer-oriented activation.
The report proposes that key lessons for Finland include balancing the rights and obligations of individuals and society in terms of social security, developing service paths into multiple paths and earlier and more timely service provision. This will facilitate the transition between benefits, services and employment.
