Abstract
The social debate concerns young people who are excluded from education and working life. Kela has developed a special service in which young people receive long-term advice and support for their life situation and the management of their affairs.
The aim of the study was to find out how young people experienced the special service of Kela and what it meant to them. In addition, we examined how the special service had made a concrete contribution to young people’s capacity to act. The research material used was interviews with nine young people who received special services.
The young people who participated in the survey experienced Kela's special service as a rule in a positive way. They expressed the benefits of the special service, in particular its comprehensiveness and personality. Young people reported that they had received important guidance on the complex social security issues they had experienced. With the special service, many young people felt that their capacity to act improved and their life situation improved or clarified.
