Finnish municipalities play a key role in planning living environments that can enhance the quality of life and well-being of the residents. This is because they have extensive authority in areas such as land policy, zoning, housing and transport policy. This study discusses how leading officials in charge of land use in municipalities and regions perceive multi-disciplinary welfare promotion in their organizations, their conceptions of environmental health and the welfare data they use. The study found that the office holders experienced agency in the issue mostly by enhancing walkability and bikeability, preventing segregation by targeting investments in disadvantaged communities, and safeguarding urban green areas. However, the welfare data in place did not always meet their needs. Moreover, although cross-sectoral cooperation was considered important, it was often found difficult. This underlines the need for boundary objects and facilitating practices in the multi-disciplinary promotion of well-being in municipalities.
