Abstract

Information society strategies and models have been drawn up in Finland since the 1990s. In them, information technologies have been considered the salvation of education and even the whole of Finland. The Ministry of Education and Culture launched a new higher education and research visionary project in 2017, Proposal for Finland 100+, as part of Prime minister Juha Sipilä's government program (2015–2019). One of its results was the establishment of Digivisio 2030, a comprehensive education digitization project in the higher education field. The project aims to create a national digital "service platform" that offers academic data reserves for everyone. According to our assessment, the Digivisio 2030 project and, more generally, the discussion about the digitization of education is characterized by a closed discourse world of a technological way of thinking, which paints a picture of an uncertain future and defines students as targets and customers of digital educational activities.
