City Governments Reimagined: Exploring the Diverse Functions of Digital Governance Platforms

Abstract

Governance platforms refer to socio-technical spaces that bring together different stakeholder
groups to collaboratively generate public value by providing digital architectures for resource
sharing and reorganization. Despite growing interest, existing literature on governance
platforms remains fragmented, often relying heavily on individual case studies. This study
employs a systematic literature review method to offer a detailed analysis of the functions
and potential benefits of digital platforms utilized or provided by city governments.

The study encompasses an analysis of 80 research articles drawn from the fields of public
administration and urban studies. It analyzes the specific functions and associated benefits of
communication platforms, e-participation platforms, citizen-sourcing platforms, and data
sharing and service platforms.

The study presents an overview of the current landscape of digital governance platforms and
identifies emerging trends for the future. It contributes to the public governance literature and
aims to inspire city officials to uncover underutilized resources within local communities.
