Collaborative Degree Programmes in Internationalisation: The Games of University Stakeholders

Collaborative degree programmes including double degrees are complicated activities which Finland and Russia have developed in the policies of the internationalisation of higher education. However, the study of Finnish-Russian Master’s programmes with the option to obtain a second degree abroad in 2017-2020, has revealed the threats to their sustainability both from inside and outside the partner universities.
This article considers the way in which the stakeholders of internal and external university environments influence sustainability of double degrees implemented in the framework of the policies of internationalisation of higher education. In particular, the author classifies the university stakeholders and their salience for double degree cooperation by analysing and comparing the rationales of internationalisation policies at a national level. In addition, the author compares academic, economic and political logics of internationalisation policies in Finland and Russia with the focus on collaborative degree perspectives. In order to understand the opportunities to make double degrees sustainable, the author discusses interactions and conflicts between different internal university stakeholders, between the latter and external university stakeholders operating on a policy level, and between the internal university stakeholders of partner universities.
