Based on literature review and policy text analysis, this paper explores the motivation, measures and effects of doctoral education reform in Finland from 2011 to 2021. Since 2011, driven by domestic demand and international influence, Finnish universities have adopted a series of reform measures, including establishing a doctoral school, promoting local internationalization, improving the employment skills of doctoral students, improving the quality assurance system, and shortening the number of doctoral students. Graduation years, etc., in order to strengthen the management of doctoral students and improve the connection between doctoral education and the needs of the knowledge society. Finland's doctoral education reform is the epitome of the European doctoral education reform, and it also reflects the diffusion of new public management concepts in the field of higher education.
